Introduction

EXTRACT FROM THE STATUTES

Title 1: Constitution and Creation

Article 1: An association named “Health and Development”, in French “Santé et développement”, and abbreviated HEAD/SADEV, is hereby established in Yaoundé (pursuant to the provisions of Law No. 90/053 of 19/12/1990).

Article 2: HEAD/SADEV is a non-political, non-profit association.

Article 3: The motto of HEAD/SADEV is: Solidarity – Health – Development.

Article 5: The HEAD/SADEV Association may carry out its activities throughout the entire Cameroonian territory and wherever the need arises.

Title 3: Duration and Registered Office

Article 6: Registered Office of the Association
The registered office of the HEAD/SADEV Association is located in Yaoundé. However, it may be transferred to any other locality by decision of the Founding Committee.

Article 7: Duration of the Association
The duration of the HEAD/SADEV Association is unlimited.

Objectives

Title 2: Purpose and Territory

Article 4: The purpose of the HEAD/SADEV Association is to contribute to government efforts aimed at improving the health and living conditions of populations, through:

The promotion of well-being and health for all, particularly through information, education, awareness-building, and mass communication, targeting specifically the most vulnerable populations including women, children, and the elderly.

The development of income-generating economic activities at the grassroots level.

The promotion of healthy lifestyles, hygiene, and public sanitation within families in rural and urban areas.

Improving financial, geographical, and socio-cultural accessibility to curative, preventive, and health promotional care.

The initiation and conduct of research projects.

The initiation and conduct of training projects.

The planning, execution, monitoring, evaluation, and supervision of community health projects.

The evaluation and transformation of health systems to improve access to care.

Making its expertise available to projects and programs in the aforementioned areas.

 

Preamble and Philosophy

PREAMBLE
Given the socio-cultural, geographical, financial, and educational difficulties in accessing healthcare within Cameroonian communities;

Given the non-uniform and sometimes insufficient provision of care in communities living in Cameroon and elsewhere;

Given the training of health personnel which is insufficiently maintained and sometimes inadequate for the position, function, or health needs of Cameroonian and other communities;

Given the commitment of each member of this association to contribute to government efforts aimed at improving health and living conditions;

Given the necessity for every individual to attain the best possible state of health;

Given the contribution of health to the socio-economic development of all communities;

Given that the association is a framework for synergy that would improve the achievement of individual health objectives;

Members' Rights

Members' Rights

Every member listed on the updated nominal list has the right:

To benefit from all services the association is called upon to provide.

To consult the association's documents, including financial documents, upon express authorization from the Founding Committee and/or the President. The same applies to non-members.

To participate in all decision-making processes and in General Assemblies.

To be elected to the association's governing bodies, subject to the provisions of these foundational texts, except for the Founding Committee and the Committee of Elders.

To use the association's services and facilities according to modalities provided for in the statutes.

To voluntarily withdraw from the association upon completion of their term of commitment, subject to provisions related to resignation.

To benefit from any other right provided for in these statutes or the internal regulations, or arising from any activity of the association.
